Linus Walleij 4af20dc583 ARM: ixp4xx: Move IXP4xx QMGR and NPE headers ...

This moves the IXP4xx Queue Manager and Network Processing
Engine headers out of the <mack/*> include path as that is
incompatible with multiplatform.
