Vincent Cuissard cfdbeeafdb NFC: NCI: Add support of ISO15693 ...

Update nci.h to respect latest NCI specification proposal
(stop using proprietary opcodes). Handle ISO15693 parameters
in NCI_RF_ACTIVATED_NTF handler.
