Cong Wang 6ab6dfa6bb net: get rid of __tcp_checksum_complete() ...

__tcp_checksum_complete() is 100% same with __skb_checksum_complete()
and there is no other caller except tcp_checksum_complete().
So, just use __skb_checksum_complete() there.
