Eric Dumazet 32f754176e ipv6: annotate data-races around cnf.forwarding ...

idev->cnf.forwarding and net->ipv6.devconf_all->forwarding
might be read locklessly, add appropriate READ_ONCE()
and WRITE_ONCE() annotations.
