Srinivas Pandruvada 6142b726e6 tools/power/x86/intel-speed-select: v1.25 release ...

This version includes the following changes:
- Allow read only commands for non root users when permitted
- Fix file descriptor leak in isolate_cpus()
- Replace hardcoded libnl3 include path
