Mauro Carvalho Chehab 0a4cd1c65e docs: Makefile: use PYTHONPYCACHEPREFIX ...

Previous cleanup patches ended dropping it when sphinx-build-wrapper
were added. Also, sphinx-pre-install can also generate caches.

So, re-add it for both.
