Implement the .disable_autonomous_eee callback for the BCM54210E.

In AutogrEEEn mode the PHY manages EEE autonomously. Clearing the
AutogrEEEn enable bit in MII_BUF_CNTL_0 switches the PHY to Native
EEE mode.
