cpuset_can_attach() currently adds the bandwidth of all migrating
SCHED_DEADLINE tasks to sum_migrate_dl_bw. If the source and destination
cpuset effective CPU masks do not overlap, the whole sum is then
reserved in the destination root domain.
set_cpus_allowed_dl(), however, subtracts bandwidth from the source
root domain only when the affinity change really moves the task between
root domains. A DL task can move between cpusets that are still in the
same root domain, so including that task in sum_migrate_dl_bw can reserve
destination bandwidth without a matching source-side subtraction.
Share the root-domain move test with set_cpus_allowed_dl(). Keep
nr_migrate_dl_tasks counting all migrating deadline tasks for cpuset DL
task accounting, but add to sum_migrate_dl_bw only for tasks that need a
root-domain bandwidth move. Keep using the destination cpuset effective
CPU mask and leave the broader can_attach()/attach() transaction model
unchanged.

Pull runtime verification updates from Steven Rostedt:
- Refactor da_monitor header to share handlers across monitor types
No functional changes, only less code duplication.
- Add Hybrid Automata model class
Add a new model class that extends deterministic automata by adding
constraints on transitions and states. Those constraints can take
into account wall-clock time and as such allow RV monitor to make
assertions on real time. Add documentation and code generation
scripts.
- Add stall monitor as hybrid automaton example
Add a monitor that triggers a violation when a task is stalling as an
example of automaton working with real time variables.
- Convert the opid monitor to a hybrid automaton
The opid monitor can be heavily simplified if written as a hybrid
automaton: instead of tracking preempt and interrupt enable/disable
events, it can just run constraints on the preemption/interrupt
states when events like wakeup and need_resched verify.
- Add support for per-object monitors in DA/HA
Allow writing deterministic and hybrid automata monitors for generic
objects (e.g. any struct), by exploiting a hash table where objects
are saved. This allows to track more than just tasks in RV. For
instance it will be used to track deadline entities in deadline
monitors.
- Add deadline tracepoints and move some deadline utilities
Prepare the ground for deadline monitors by defining events and
exporting helpers.
- Add nomiss deadline monitor
Add first example of deadline monitor asserting all entities complete
before their deadline.
- Improve rvgen error handling
Introduce AutomataError exception class and better handle expected
exceptions while showing a backtrace for unexpected ones.
- Improve python code quality in rvgen
Refactor the rvgen generation scripts to align with python best
practices: use f-strings instead of %, use len() instead of
__len__(), remove semicolons, use context managers for file
operations, fix whitespace violations, extract magic strings into
constants, remove unused imports and methods.
- Fix small bugs in rvgen
The generator scripts presented some corner case bugs: logical error
in validating what a correct dot file looks like, fix an isinstance()
check, enforce a dot file has an initial state, fix type annotations
and typos in comments.
- rvgen refactoring
Refactor automata.py to use iterator-based parsing and handle
required arguments directly in argparse.
- Allow epoll in rtapp-sleep monitor
The epoll_wait call is now rt-friendly so it should be allowed in the
sleep monitor as a valid sleep method.

Pull timer core updates from Thomas Gleixner:
- A rework of the hrtimer subsystem to reduce the overhead for
frequently armed timers, especially the hrtick scheduler timer:
- Better timer locality decision
- Simplification of the evaluation of the first expiry time by
keeping track of the neighbor timers in the RB-tree by providing
a RB-tree variant with neighbor links. That avoids walking the
RB-tree on removal to find the next expiry time, but even more
important allows to quickly evaluate whether a timer which is
rearmed changes the position in the RB-tree with the modified
expiry time or not. If not, the dequeue/enqueue sequence which
both can end up in rebalancing can be completely avoided.
- Deferred reprogramming of the underlying clock event device. This
optimizes for the situation where a hrtimer callback sets the
need resched bit. In that case the code attempts to defer the
re-programming of the clock event device up to the point where
the scheduler has picked the next task and has the next hrtick
timer armed. In case that there is no immediate reschedule or
soft interrupts have to be handled before reaching the reschedule
point in the interrupt entry code the clock event is reprogrammed
in one of those code paths to prevent that the timer becomes
stale.
- Support for clocksource coupled clockevents
The TSC deadline timer is coupled to the TSC. The next event is
programmed in TSC time. Currently this is done by converting the
CLOCK_MONOTONIC based expiry value into a relative timeout,
converting it into TSC ticks, reading the TSC adding the delta
ticks and writing the deadline MSR.
As the timekeeping core has the conversion factors for the TSC
already, the whole back and forth conversion can be completely
avoided. The timekeeping core calculates the reverse conversion
factors from nanoseconds to TSC ticks and utilizes the base
timestamps of TSC and CLOCK_MONOTONIC which are updated once per
tick. This allows a direct conversion into the TSC deadline value
without reading the time and as a bonus keeps the deadline
conversion in sync with the TSC conversion factors, which are
updated by adjtimex() on systems with NTP/PTP enabled.
- Allow inlining of the clocksource read and clockevent write
functions when they are tiny enough, e.g. on x86 RDTSC and WRMSR.
With all those enhancements in place a hrtick enabled scheduler
provides the same performance as without hrtick. But also other
hrtimer users obviously benefit from these optimizations.
- Robustness improvements and cleanups of historical sins in the
hrtimer and timekeeping code.
- Rewrite of the clocksource watchdog.
The clocksource watchdog code has over time reached the state of an
impenetrable maze of duct tape and staples. The original design,
which was made in the context of systems far smaller than today, is
based on the assumption that the to be monitored clocksource (TSC)
can be trivially compared against a known to be stable clocksource
(HPET/ACPI-PM timer).
Over the years this rather naive approach turned out to have major
flaws. Long delays between the watchdog invocations can cause wrap
arounds of the reference clocksource. The access to the reference
clocksource degrades on large multi-sockets systems dure to
interconnect congestion. This has been addressed with various
heuristics which degraded the accuracy of the watchdog to the point
that it fails to detect actual TSC problems on older hardware which
exposes slow inter CPU drifts due to firmware manipulating the TSC to
hide SMI time.
The rewrite addresses this by:
- Restricting the validation against the reference clocksource to
the boot CPU which is usually closest to the legacy block which
contains the reference clocksource (HPET/ACPI-PM).
- Do a round robin validation betwen the boot CPU and the other
CPUs based only on the TSC with an algorithm similar to the TSC
synchronization code during CPU hotplug.
- Being more leniant versus remote timeouts
- The usual tiny fixes, cleanups and enhancements all over the place

John noted that commit 1151354225 ("sched/deadline: Fix 'stuck' dl_server")
unfixed the issue from commit a3a70caf79 ("sched/deadline: Fix dl_server
behaviour").
The issue in commit 1151354225 was for wakeups of the server after the
deadline; in which case you *have* to start a new period. The case for
a3a70caf79 is wakeups before the deadline.
Now, because the server is effectively running a least-laxity policy, it means
that any wakeup during the runnable phase means dl_entity_overflow() will be
true. This means we need to adjust the runtime to allow it to still run until
the existing deadline expires.
Use the revised wakeup rule for dl_defer entities.

With proxy-execution, the scheduler selects the donor, but for
blocked donors, we end up running the lock owner.
This caused some complexity, because the class schedulers make
sure to remove the task they pick from their pushable task
lists, which prevents the donor from being migrated, but there
wasn't then anything to prevent rq->curr from being migrated
if rq->curr != rq->donor.
This was sort of hacked around by calling proxy_tag_curr() on
the rq->curr task if we were running something other then the
donor. proxy_tag_curr() did a dequeue/enqueue pair on the
rq->curr task, allowing the class schedulers to remove it from
their pushable list.
The dequeue/enqueue pair was wasteful, and additonally K Prateek
highlighted that we didn't properly undo things when we stopped
proxying, leaving the lock owner off the pushable list.
After some alternative approaches were considered, Peter
suggested just having the RT/DL classes just avoid migrating
when task_on_cpu().
So rework pick_next_pushable_dl_task() and the rt
pick_next_pushable_task() functions so that they skip over the
first pushable task if it is on_cpu.
Then just drop all of the proxy_tag_curr() logic.

The SCHED_DEADLINE scheduler allows reading the statically configured
run-time, deadline, and period parameters through the sched_getattr()
system call. However, there is no immediate way to access, from user space,
the current parameters used within the scheduler: the instantaneous runtime
left in the current cycle, as well as the current absolute deadline.
The `flags' sched_getattr() parameter, so far mandated to contain zero,
now supports the SCHED_GETATTR_FLAG_DL_DYNAMIC=1 flag, to request
retrieval of the leftover runtime and absolute deadline, converted to a
CLOCK_MONOTONIC reference, instead of the statically configured parameters.
This feature is useful for adaptive SCHED_DEADLINE tasks that need to
modify their behavior depending on whether or not there is enough runtime
left in the current period, and/or what is the current absolute deadline.
Notes:
- before returning the instantaneous parameters, the runtime is updated;
- the abs deadline is returned shifted from rq_clock() to ktime_get_ns(),
in CLOCK_MONOTONIC reference; this causes multiple invocations from the
same period to return values that may differ for a few ns (showing some
small drift), albeit the deadline doesn't move, in rq_clock() reference;
- the abs deadline value returned to user-space, as unsigned 64-bit value,
can represent nearly 585 years since boot time;
- setting flags=0 provides the old behavior (retrieve static parameters).

For RT and DL thread, only 'set_next_task_(rt/dl)' will call
'update_stats_wait_end_(rt/dl)' to update schedstats information.
However, during the migration process,
'update_stats_wait_start_(rt/dl)' will be called twice, which
will cause the values of wait_max and wait_sum to be incorrect.
The specific output as follows:
$ cat /proc/6046/task/6046/sched | grep wait
wait_start : 0.000000
wait_max : 496717.080029
wait_sum : 7921540.776553
A complete schedstats information update flow of migrate should be
__update_stats_wait_start() [enter queue A, stage 1] ->
__update_stats_wait_end() [leave queue A, stage 2] ->
__update_stats_wait_start() [enter queue B, stage 3] ->
__update_stats_wait_end() [start running on queue B, stage 4]
Stage 1: prev_wait_start is 0, and in the end, wait_start records the
time of entering the queue.
Stage 2: task_on_rq_migrating(p) is true, and wait_start is updated to
the waiting time on queue A.
Stage 3: prev_wait_start is the waiting time on queue A, wait_start is
the time of entering queue B, and wait_start is expected to be greater
than prev_wait_start. Under this condition, wait_start is updated to
(the moment of entering queue B) - (the waiting time on queue A).
Stage 4: the final wait time = (time when starting to run on queue B)
- (time of entering queue B) + (waiting time on queue A) = waiting
time on queue B + waiting time on queue A.
The current problem is that stage 2 does not call __update_stats_wait_end
to update wait_start, which causes the final computed wait time = waiting
time on queue B + the moment of entering queue A, leading to incorrect
wait_max and wait_sum.
Add 'update_stats_wait_end_(rt/dl)' in 'update_stats_dequeue_(rt/dl)' to
update schedstats information when dequeue_task.

There are two problems with sched_server_write_common() that can cause the
dl_server to malfunction upon attempting to change the parameters:
1) when, after having disabled the dl_server by setting runtime=0, it is
enabled again while tasks are already enqueued. In this case is_active would
still be 0 and dl_server_start() would not be called.
2) when dl_server_apply_params() would fail, runtime is not applied and does
not reflect the new state.
Instead have dl_server_start() check its actual dl_runtime, and have
sched_server_write_common() unconditionally (re)start the dl_server. It will
automatically stop if there isn't anything to do, so spurious activation is
harmless -- while failing to start it is a problem.
While there, move the printk out of the locked region and make it symmetric,
also printing on enable.

Andrea reported the dl_server getting stuck for him. He tracked it
down to a state where dl_server_start() saw dl_defer_running==1, but
the dl_server's job is no longer valid at the time of
dl_server_start().
In the state diagram this corresponds to [4] D->A (or dl_server_stop()
due to no more runnable tasks) followed by [1], which in case of a
lapsed deadline must then be A->B.
Now our A has dl_defer_running==1, while B demands
dl_defer_running==0, therefore it must get cleared when the CBS wakeup
rules demand a replenish.

Pierre reported hitting balance callback warnings for deadline tasks
after commit 6455ad5346 ("sched: Move sched_class::prio_changed()
into the change pattern").
It turns out that DEQUEUE_SAVE+ENQUEUE_RESTORE does not preserve DL
priority and subsequently trips a balance pass -- where one was not
expected.
From discussion with Juri and Luca, the purpose of this clause was to
deal with tasks new to DL and all those sites will have MOVE set (as
well as CLASS, but MOVE is move conservative at this point).
Per the previous patches MOVE is audited to always run the balance
callbacks, so switch enqueue_dl_entity() to use MOVE for this case.

The deadline server can currently stop due to idle although fair tasks
are runnable. This happens essentially when:
* the server is set to idle, a task wakes up, the server stops
* a task wakes up, the server sets itself to idle and stops right away
Address both cases by clearing the server idle flag whenever a fair task
wakes up and accounting also for pending tasks in the definition of idle.

The access rule for local_cpu_mask_dl requires it to be called on the
local CPU with preemption disabled. However, dl_add_task_root_domain()
currently violates this rule.
Without preemption disabled, the following race can occur:
1. ThreadA calls dl_add_task_root_domain() on CPU 0
2. Gets pointer to CPU 0's local_cpu_mask_dl
3. ThreadA is preempted and migrated to CPU 1
4. ThreadA continues using CPU 0's local_cpu_mask_dl
5. Meanwhile, the scheduler on CPU 0 calls find_later_rq() which also
uses local_cpu_mask_dl (with preemption properly disabled)
6. Both contexts now corrupt the same per-CPU buffer concurrently
Fix this by moving the local_cpu_mask_dl access to the preemption
disabled section.

When testing kexec-reboot on a 144 cpus machine with

[ 97.347049] Internal error: Oops - BUG: 00000000f2000800 [#1] SMP
[...]
In essence, the issue originates from the CPU hot-removal process, not
limited to kexec. It can be reproduced by writing a SCHED_DEADLINE
program that waits indefinitely on a semaphore, spawning multiple
instances to ensure some run on CPU 72, and then offlining CPUs 1–143
one by one. When attempting this, CPU 143 failed to go offline.
bash -c 'taskset -cp 0 $$ && for i in {1..143}; do echo 0 > /sys/devices/system/cpu/cpu$i/online 2>/dev/null; done'
Tracking down this issue, I found that dl_bw_deactivate() returned
-EBUSY, which caused sched_cpu_deactivate() to fail on the last CPU.
But that is not the fact, and contributed by the following factors:
When a CPU is inactive, cpu_rq()->rd is set to def_root_domain. For an
blocked-state deadline task (in this case, "cppc_fie"), it was not
migrated to CPU0, and its task_rq() information is stale. So its rq->rd
points to def_root_domain instead of the one shared with CPU0. As a
result, its bandwidth is wrongly accounted into a wrong root domain
during domain rebuild.
*** Issue ***
The key point is that root_domain is only tracked through active rq->rd.
To avoid using a global data structure to track all root_domains in the
system, there should be a method to locate an active CPU within the
corresponding root_domain.
*** Solution ***
To locate the active cpu, the following rules for deadline
sub-system is useful
-1.any cpu belongs to a unique root domain at a given time
-2.DL bandwidth checker ensures that the root domain has active cpus.
Now, let's examine the blocked-state task P.
If P is attached to a cpuset that is a partition root, it is
straightforward to find an active CPU.
If P is attached to a cpuset that has changed from 'root' to 'member',
the active CPUs are grouped into the parent root domain. Naturally, the
CPUs' capacity and reserved DL bandwidth are taken into account in the
ancestor root domain. (In practice, it may be unsafe to attach P to an
arbitrary root domain, since that domain may lack sufficient DL
bandwidth for P.) Again, it is straightforward to find an active CPU in
the ancestor root domain.
This patch groups CPUs into isolated and housekeeping sets. For the
housekeeping group, it walks up the cpuset hierarchy to find active CPUs
in P's root domain and retrieves the valid rd from cpu_rq(cpu)->rd.

Gabriel reported that the dl_server doesn't stop as expected.
The problem was found to be the fact that idle time and fair runtime are
treated equally. Both will count towards dl_server runtime and push the
activation forwards when it is in the zero-laxity wait state.
Notably:
dl_server_update_idle()
update_curr_dl_se()
if (dl_defer && dl_throttled && dl_runtime_exceeded())
hrtimer_try_to_cancel(); // stop timer
replenish_dl_new_period()
deadline = now + dl_deadline; // fwd period
runtime = dl_runtime;
start_dl_timer(); // restart timer
And while we do want idle time accounted towards the *current* activation of
the dl_server -- after all, a fair task could've ran if we had any -- we don't
necessarily want idle time to cause or push forward an activation.
Introduce dl_defer_idle to make this distinction. It will be set once idle time
pushed the activation forward, once set idle time will only be allowed to
consume any runtime but not push the activation. This will then cause
dl_server_timer() to fire, which will stop the dl_server.
Any non-idle time accounting during this phase will clear dl_defer_idle, so
only a full period of idle will cause the dl_server to stop.

The dl_server time accounting code is a little odd. The normal scheduler
pattern is to update curr before doing something, such that the old state is
fully accounted before changing state.
Notably, the dl_server_timer() needs to propagate the current time accounting
since the current task could be ran by dl_server and thus this can affect
dl_se->runtime. Similarly for dl_server_start().
And since the (deferred) dl_server wants idle time accounted, rework
sched_idle_class time accounting to be more like all the others.

Prepare for the sched_class::switch*() methods getting folded into the
change pattern. As a result of that, the location of switched_from
will change slightly. SCHED_DEADLINE is affected by this change in
location:
OLD NEW
|
| switching_from()
dequeue_task(); | dequeue_task()
put_prev_task(); | put_prev_task()
| switched_from()
|
... change task ... | ... change task ...
|
switching_to(); | switching_to()
enqueue_task(); | enqueue_task()
set_next_task(); | set_next_task()
prev_class->switched_from() |
switched_to() | switched_to()
|
Notably, where switched_from() was called *after* the change to the
task, it will get called before it. Specifically, switched_from_dl()
uses dl_task(p) which uses p->prio; which is changed when switching
class (it might be the reason to switch class in case of PI).
When switched_from_dl() gets called, the task will have left the
deadline class and dl_task() must be false, while when doing
dequeue_dl_entity() the task must be a dl_task(), otherwise we'd have
called a different dequeue method.

Commit 16b269436b ("sched/deadline: Modify cpudl::free_cpus
to reflect rd->online") introduced the cpudl_set/clear_freecpu
functions to allow the cpu_dl::free_cpus mask to be manipulated
by the deadline scheduler class rq_on/offline callbacks so the
mask would also reflect this state.
Commit 9659e1eeee ("sched/deadline: Remove cpu_active_mask
from cpudl_find()") removed the check of the cpu_active_mask to
save some processing on the premise that the cpudl::free_cpus
mask already reflected the runqueue online state.
Unfortunately, there are cases where it is possible for the
cpudl_clear function to set the free_cpus bit for a CPU when the
deadline runqueue is offline. When this occurs while a CPU is
connected to the default root domain the flag may retain the bad
state after the CPU has been unplugged. Later, a different CPU
that is transitioning through the default root domain may push a
deadline task to the powered down CPU when cpudl_find sees its
free_cpus bit is set. If this happens the task will not have the
opportunity to run.
One example is outlined here:
https://lore.kernel.org/lkml/20250110233010.2339521-1-opendmb@gmail.com
Another occurs when the last deadline task is migrated from a
CPU that has an offlined runqueue. The dequeue_task member of
the deadline scheduler class will eventually call cpudl_clear
and set the free_cpus bit for the CPU.
This commit modifies the cpudl_clear function to be aware of the
online state of the deadline runqueue so that the free_cpus mask
can be updated appropriately.
It is no longer necessary to manage the mask outside of the
cpudl_set/clear functions so the cpudl_set/clear_freecpu
functions are removed. In addition, since the free_cpus mask is
now only updated under the cpudl lock the code was changed to
use the non-atomic __cpumask functions.

John reported undesirable behaviour with the dl_server since commit:
cccb45d7c4 ("sched/deadline: Less agressive dl_server handling").
When starving fair tasks on purpose (starting spinning FIFO tasks),
his fair workload, which often goes (briefly) idle, would delay fair
invocations for a second, running one invocation per second was both
unexpected and terribly slow.
The reason this happens is that when dl_se->server_pick_task() returns
NULL, indicating no runnable tasks, it would yield, pushing any later
jobs out a whole period (1 second).
Instead simply stop the server. This should restore behaviour in that
a later wakeup (which restarts the server) will be able to continue
running (subject to the CBS wakeup rules).
Notably, this does not re-introduce the behaviour cccb45d7c4 set
out to solve, any start/stop cycle is naturally throttled by the timer
period (no active cancel).

John found it was easy to hit lockup warnings when running locktorture
on a 2 CPU VM, which he bisected down to: commit cccb45d7c4
("sched/deadline: Less agressive dl_server handling").
While debugging it seems there is a chance where we end up with the
dl_server dequeued, with dl_se->dl_server_active. This causes
dl_server_start() to return without enqueueing the dl_server, thus it
fails to run when RT tasks starve the cpu.
When this happens, dl_server_timer() catches the
'!dl_se->server_has_tasks(dl_se)' case, which then calls
replenish_dl_entity() and dl_server_stopped() and finally return
HRTIMER_NO_RESTART.
This ends in no new timer and also no enqueue, leaving the dl_server
'dead', allowing starvation.
What should have happened is for the bandwidth timer to start the
zero-laxity timer, which in turn would enqueue the dl_server and cause
dl_se->server_pick_task() to be called -- which will stop the
dl_server if no fair tasks are observed for a whole period.
IOW, it is totally irrelevant if there are fair tasks at the moment of
bandwidth refresh.
This removes all dl_se->server_has_tasks() users, so remove the whole
thing.

When a CPU chooses to call push_dl_task and picks a task to push to
another CPU's runqueue then it will call find_lock_later_rq method
which would take a double lock on both CPUs' runqueues. If one of the
locks aren't readily available, it may lead to dropping the current
runqueue lock and reacquiring both the locks at once. During this window
it is possible that the task is already migrated and is running on some
other CPU. These cases are already handled. However, if the task is
migrated and has already been executed and another CPU is now trying to
wake it up (ttwu) such that it is queued again on the runqeue
(on_rq is 1) and also if the task was run by the same CPU, then the
current checks will pass even though the task was migrated out and is no
longer in the pushable tasks list.
Please go through the original rt change for more details on the issue.
To fix this, after the lock is obtained inside the find_lock_later_rq,
it ensures that the task is still at the head of pushable tasks list.
Also removed some checks that are no longer needed with the addition of
this new check.
However, the new check of pushable tasks list only applies when
find_lock_later_rq is called by push_dl_task. For the other caller i.e.
dl_task_offline_migration, existing checks are used.

[Symptom]
The fair server mechanism, which is intended to prevent fair starvation
when higher-priority tasks monopolize the CPU.
Specifically, RT tasks on the runqueue may not be scheduled as expected.
[Analysis]
The log "sched: DL replenish lagged too much" triggered.
By memory dump of dl_server:
curr = 0xFFFFFF80D6A0AC00 (
dl_server = 0xFFFFFF83CD5B1470(

clock = 0x000008204A496900,
- The timer expiration time (rq->curr->dl_server->dl_timer->expires)
is already in the past, indicating the timer has expired.
- The timer state (rq->curr->dl_server->dl_timer->state) is 0.
[Suspected Root Cause]
The relevant code flow in the throttle path of
update_curr_dl_se() as follows:
dequeue_dl_entity(dl_se, 0); // the DL entity is dequeued
if (unlikely(is_dl_boosted(dl_se) || !start_dl_timer(dl_se))) {
if (dl_server(dl_se)) // timer registration fails
enqueue_dl_entity(dl_se, ENQUEUE_REPLENISH);//enqueue immediately
...
}
The failure of `start_dl_timer` is caused by attempting to register a
timer with an expiration time that is already in the past. When this
situation persists, the code repeatedly re-enqueues the DL entity
without properly replenishing or restarting the timer, resulting in RT
task may not be scheduled as expected.
[Proposed Solution]:
Instead of immediately re-enqueuing the DL entity on timer registration
failure, this change ensures the DL entity is properly replenished and
the timer is restarted, preventing RT potential starvation.

Proxy execution forms atomic pairs of tasks: The waiting donor
task (scheduling context) and a proxy (execution context). The
donor task, along with the rest of the blocked chain, follows
the proxy wrt CPU placement.
They can be the same task, in which case push/pull doesn't need any
modification. When they are different, however,
FIFO1 & FIFO42:
,-> RT42
| | blocked-on
| v
blocked_donor | mutex
| | owner
| v
`-- RT1
RT1
RT42
CPU0 CPU1
^ ^
| |
overloaded !overloaded
rq prio = 42 rq prio = 0
RT1 is eligible to be pushed to CPU1, but should that happen it will
"carry" RT42 along. Clearly here neither RT1 nor RT42 must be seen as
push/pullable.
Unfortunately, only the donor task is usually dequeued from the rq,
and the proxy'ed execution context (rq->curr) remains on the rq.
This can cause RT1 to be selected for migration from logic like the
rt pushable_list.
Thus, adda a dequeue/enqueue cycle on the proxy task before __schedule
returns, which allows the sched class logic to avoid adding the now
current task to the pushable_list.
Furthermore, tasks becoming blocked on a mutex don't need an explicit
dequeue/enqueue cycle to be made (push/pull)able: they have to be running
to block on a mutex, thus they will eventually hit put_prev_task().

dl-servers are currently initialized too early at boot when CPUs are not
fully up (only boot CPU is). This results in miscalculation of per
runqueue DEADLINE variables like extra_bw (which needs a stable CPU
count).
Move initialization of dl-servers later on after SMP has been
initialized and CPUs are all online, so that CPU count is stable and
DEADLINE variables can be computed correctly.
