Partouf 4f312fac1f Add CI check for compilerType/stdver missing from infra settings.yml ...

Adds a pull request workflow that flags newly-introduced compilerType
values or C++ standard versions in the Conan-buildable language property
files when they are absent from compiler-explorer/infra's
init/settings.yml. Posts (or upserts) a comment on the PR with a task
list of values that need adding to settings.yml so Conan library builds
do not fail.

Scope: c, c++ (linux+win), cuda, d, fortran, go, rust, sway, zig
amazon properties.
