Matt Godbolt d9b463fa45 Add invalidPropertyFormat and noCompilersList validation ...

- Modify parseProperties() in lib/properties.ts to support collectErrors
  option that returns {props, errors} instead of logging errors
- Use the library's error collection in properties-validator.ts to
  populate invalidPropertyFormat validation issues
- Add noCompilersList check for language files that define compilers
  but have no compilers= or group definitions
- Add unit tests for both new validation types
- Add integration tests against real config files
