Partouf 5e412da51b Add /noscript/clientstate/ endpoint for noscript mode ...

Add support for opening the noscript version of Compiler Explorer with
a pre-populated client state via /noscript/clientstate/<base64>. This
mirrors the existing /clientstate/ endpoint functionality but for the
JavaScript-free noscript mode.
