Add ClangIR compilation options (#6914)

Browse Source 
This patch adds two options to the clangir pane that affects the clangir
compilation pipeline:

* Flat CIR enables the emission of flat clangir CFG;
* -fclangir-mem2reg enables the mem2reg pass on the flat clangir CFG.
