Andrew Sanchez 636fbd76e4 ci: support releases from non-main branches ...

Cherry-picked from f9570d31c with conflict resolution for workflow
files that were already modified on the 25.09.3 branch.

- Add skip-ci-check input to prepare-release and release workflows
- Uncomment and update CI check in release.yml with skip-ci-check support
- Add CI check step to prepare-release.yml
- Add just ci and just release::prepare recipes
- Make qt/release/build.sh find uv in CI and local builds
- Add docs/releasing.md
