## Summary/motivation 

Add `[tool.uv]` `exclude-newer` + `required-version`, regenerate
`uv.lock`; bump bundled uv binaries in `python.rs`; bump **Yarn** and
`npmMinimalAgeGate`; remove --no-config from pyenv uv sync --locked so
it matches the lockfile.

## How to test 

- [ ] ./ninja check
- [ ] yarn install
